The Supreme Committee for Delivery & Legacy (SC) is committed to supporting human and social development in Qatar. The work that we do today is crucial in creating the foundations for a lasting workers’ welfare legacy in Qatar and beyond.
All our workers are protected by the Workers' Welfare Standards – a contractually binding document that ensures all individuals contributing to the delivery of SC projects are treated with dignity and respect.
In 2013, the SC created a charter focused on achieving best practice in workers’ welfare in Qatar.

Our workers' welfare efforts are constantly progressing and effecting long-lasting change in the country’s construction industry. By the end of their time in Qatar, workers have gained new skills and the means to better support their families.

Charging recruitment fees is illegal under Qatar’s Labour Laws; however, many workers are still subject to this unethical practice, meaning they’re pushed into debt before they even leave their home country.
We work with contractors to ensure that workers are not only reimbursed, but also so new workers will not be charged these fees.
- Workers will get back over QAR 111 million in recruitment fees
- 232 contractors have committed to reimburse workers
- 11 contractors have extended the reimbursement scheme to non-SC workers
Workers’ Welfare Forums were introduced by the Supreme Committee for Delivery & Legacy (SC) to allow workers to elect their colleagues as focal points for their community’s welfare.
These forums are essential for giving workers a voice, allowing concerns to be raised directly to employers via elected representatives.
- 16,888 SC workers are covered by the forums
- 11 contractors conducted forums for non-SC workers
- 10,140 non-SC workers are now benefitting too
