The first FIFA World Cup™ in the Middle East is shaping the region's future. Education and research are just a couple of the areas where our legacy planning is already inspiring vital development and new ways of thinking.

Through education, we are energising sectors that will contribute to more diversified, forward-looking economies across the region. We are also introducing pioneering disciplines like behavioural psychology to the region – using research to improve processes and policy outcomes.

Josoor Institute

Josoor Institute is a centre of excellence for sports and events management. It was designed by the Supreme Committee for Delivery & Legacy (SC) to develop professionals and volunteers who will directly contribute to the FIFA World Cup Qatar 2022™ and, in the long term, work in the growing sector of sports and events in Qatar and the region.

The institute’s flagship programme is its Sport Management and Major Events Management diploma, delivered in partnership with leading business school SDA Bocconi. Already, some 240 people have graduated from the course.

Josoor Institute is also very active in the online space, offering regular masterclasses and bespoke webinars. It also directly contributed to the creation of an open online course, Sustainability and Major Sport Events, in partnership with Hamad Bin Khalifa University. 

Since its launch in 2013, Josoor Institute has delivered education and training to over 4,000 people, in collaboration with 450 guest speakers. 


Governments around the world have found that using insights from behavioural economics and psychology to gently 'nudge' people towards better choices can improve outcomes for themselves and their societies.

The concept of creating behavioural insights units is increasingly being used to improve services and foster healthier and happier communities.

Founded by the SC as the Qatar Behavioural Insights Unit (QBIU) in 2016, B4Development was officially incorporated as a foundation under the Qatar Financial Centre in 2019. This has broadened its global mandate to promote and replicate its nudge work and model around the world.
